E-conference on Collaborative forest management (CFM)

For the last years, we have been piloting collaborative forest management model in few districts of Terai in Nepal under Nepal Forest Policy 2000. Much have been discussed and debated on pros and cons of this modality. I understand that NFA was trying hard to
organise a national level workshop in order to provide suggestion for scientific management and social aspects of this modality. There has been a long debate and also voices against this modality from few corners, especially FECOFUN. Advocating implementation of community forestry in terai has been a major issue of FECOFUN. Despite the fact that we foresters need to explore the possibility of variuos modality of forest management in country, we also need to incorporate comments and pitfalls.

I would like to initiate an e-conference on pros and cons of Collaborative forest management modality in the terai region of Nepal. I would like to request all of your concerns, voices, and feed back on this modality. Morover, Government of Nepal has endorsed CFM guidelines, which is also in controvery after the "loktantra". Many people have been arguing that all policy, legal intstruments, guidelines endorsed during King's direct rule should be void, and I think CFM guidelines is one among them.

With this, I would like to request all of you to provide your feed back, comments and suggestion on following issues. However, these issues are not rigid, you may have many more issues. If You do, it will also be helpful to analyse the concept of this modality.

In present context of Nepal;

  1. Do we think the CFM model needs to be implemented?
  2. What's your experiences or view of CFM structure?
  3. Do we need to support the idea of making CFM policy void? If you disagree, do you think that there is the neccessary of amendments on CFM policy?
  4. Do we think CF is the only option and possibly the best modality in Terai?
  5. What is of your view of present piloting of CFM in BISEP-ST area
  6. How could we go ahead for the successful implementation of CFM in terai?

Please note that these issues are only for your reference. There are many more issues that you are concerns about. I would appreciate if you could actively participate in this e-conference.

You valuable suggestions and feed back will help me to explore an idea to strenghten CFM piloting.
