Programme Officer (Energy & Environment) at UNDP Nepal
Background
The position is open to Nepali nationals only. Under the overall
supervision of the UNDP Deputy Resident Representative and direct
supervision of the Assistant Resident Representative, the incumbent
will have responsibility for developing and managing a substantive
programme portfolio in the area of energy and environment in response
to national priorities and the corporate mandates of UNDP.
Duties and Responsibilities
• Support policy advocacy and advisory services in areas of Energy,
Natural Resources and Climate Change to the government and civil
societies as ppropriate, based on the review and analysis of the
overall energy and environment context and evolving opportunities based
on lessons learned within Nepal and elsewhere.
• Provide programme/project development services through developing and
leading conceptualization and formulation of programmes including
strategic partnership, alliance building and resource mobilization.
• Provide support to various UN/UNDP missions related to energy,
environment, and climate change, and prepare strategies and
action/implementation plans for UNDP Practice Area under Environment
for Sustainable Development and contributions to MDGs.
• Advise as well as provide oversight to the portfolio programmes for
effective implementation, monitoring and review of achievements,
documentation of lessons, reporting to UNDP HQ, reviews and progress
reporting, and advise on adaptive & conflict sensitive management
of the programmes.
• Undertake knowledge mgmt initiatives including e-network
contributions based on programmatic experiences & lessons learned,
maintain institutional memories (in codified manner) and update
information on bilateral and other international technical co-operation
programmes in Nepal in the areas of responsibility.
• Establish and cultivate relationships with national and international
agencies (including other UN agencies and UNDP COs) within the country
and elsewhere for effective programmatic coordination, policy advocacy
and concerted advisory services in the areas of responsibility as well
as represent the UNDP through regular meetings and networks.
• Co-ordinate with UN/UNDP colleagues, Units and programmes for
increased synergy and achieving results in cross-cutting areas of UNDAF
and UNDP CPD/CPAP priorities, and keep regular track on UNDAF/CPAP
outcomes, outputs and targets.
• Ensure implementation of agreed implementation guidelines, monitoring
and evaluation strategies/plans and audit action plans as necessary by
all UNDP supported projects and programmes under the portfolio.
• Ensure substantive and financial delivery targets of the projects and
programmes under the portfolio are met, and maintain programme
management cycle and deliverable deadlines as per CO priorities.
• Performs any other duty assigned by supervisor(s)
Required Skills and Experience
Education: Master’s Degree or equivalent in natural resource management, rural energy planning or related field.
Experience:
• 7 years of relevant experience at the national level in providing
management support, hands-on experience in design, monitoring and
evaluation of environment and rural energy projects and establishing
inter-relationships among international organization and national
governments.
• Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements: Fluency in English (oral and written)
