Embassy of Switzerland in Nepal, the Swiss Agency for Development and Cooperation (SDC) invites applications from qualified and dynamic – Nepali citizens for the following positions in the Service Support Unit (SSU) of the Multi-Stakeholder Forestry Programme (MSFP).The MSFP will build on the achievement of the past 20 years of forestry work supported by the UK, Switzerland and Finland in partnership with the Government of Nepal (GoN). These have had significant impacts in reducing poverty and building governance at local levels through strengthening the capacity of community forest user groups, in order to enable them to better govern forests in a sustainable way. The MSFP will also engage strongly in harnessing the economic potential of forests whether under community, private or government management. The role of forestry in helping Nepal adapt to climate change and mitigate its impacts will be new area of work.

The MSFP will scale up its geographical coverage to 61 districts with focused activities in 35, and build stronger linkages between practice and policy. The SSU will be established during the inception phase and run during the transition phase. It will manage the MSFP to meet the outcomes and outputs as stated in the programme document. It is anticipated that during the transition phase a National Entity will be formed and the SSU will then cease to function. All positions listed below are subject to the approval of the MSFP programme document by GoN.

Outcome Manager - Gender, Poverty and Social Equity (GPSE) (One)

In close collaboration with the SSU Team Leader, the post holder will have the following responsibilities:

  • To identify and address GPSE issues specific to the MSFP at strategic and operational levels;
  • To engage in policy dialogues and contribute to the development and implementation of GPSE sensitive policies, strategies and guidelines and their monitoring;
  • Capacity building of Implementing Agencies (IAs) to mainstream GPSE issues with appropriate strategies, tools, methods and skills;
  • Contribute to establish GPSE sensitive planning, monitoring and evaluation system at SSU and among the IAs ensuring that data collection, analysis and reporting is conducted in a socially disaggregated manner;
  • To define and oversee the implementation of consultancy contracts for training, studies and any other support necessary for GPSE mainstreaming in the programme;
  • To identify and capacity building of organisations and associations of disadvantaged groups in order to enable their effective participation in MSFP;
  • To contribute to the overall MSFP goal mainstreaming GPSE issues throughout the programme and ensure particularly the achievement of the 3rd outcome of MSFP i.e. “Rural communities – especially poor, disadvantaged and climate vulnerable people and households – benefit from local forest management and other investments”.

Technical Competencies

Minimum masters degree in social sciences or a relevant field with a specialisation in gender or livelihood development, at least 3 years working experience in the field of addressing Gender equality, Poverty reduction and Social Equity issues in rural development and forestry; good analytical and computer skills, excellent knowledge of written and spoken English and Nepali.

Social Competencies

Able to work under pressure and willing to accept a wide spectrum of tasks; ability to work with communities and to interact effectively with strategic partners and implementing agencies; empathy and commitment in the areas of gender equality, poverty reduction and social inclusion; good negotiation, facilitation, networking and communication skills; readiness to conduct field visits in rural areas with simple facilities; good team-player; client-orientation and management competence.

Outcome Manager- Private Sector Promotion (One)

In close collaboration with the Team Leader, the post holder will have the following responsibilities:

  • To identify the potentials and the constraints of private sector investment and job creation in the forest sector jointly with the private sector and other stakeholders;
  • To capacitate Implementing Agencies (IAs) in order to capitalise the potentials and to address constraints;
  • To engage in policy dialogues and contribute enabling policy environment for the promotion of private sector’s investment in forestry development and job creating enterprises;
  • To develop, implement and monitor a private sector promotion strategy and action plan for MSFP actors;
  • To support the establishment of business partnerships between the private sector, local forestry groups and farmers for forest-based enterprises
  • To contribute establishing outcome monitoring indicators and to ensure monitoring and reporting on private sector related outcome and outputs;
  • To define and oversee the implementation of consultancy contracts for training and studies related to private sector investment and job creation in the sector as necessary;
  • To contribute to the overall MSFP goal promoting private sector’s investment in forest based enterprises and ensure particularly the achievement of the 2nd outcome of MSFP i.e. “Private sector (farmers, entrepreneurs, and financial institutions) increase job creating investment in the forestry sector”.

Technical Competencies

Minimum masters degree in timber processing, sales promotion, business administration, forestry or a relevant field with a specialization in private sector promotion, at least 3 years of working experience in promotion of private sectors, preferably in the development sector; good analytical and computer skills, excellent knowledge of written and spoken English and Nepali.

Social Competencies

Able to work under pressure and willing to accept a wide spectrum of tasks; able to work with men and women farmers, entrepreneurs, forest user groups, communities and financial institutions of different levels; ability to interact effectively with strategic partners and implementing agencies from government and non-government organisations; empathy and commitment in the areas of gender equality, poverty reduction and social inclusion; good negotiation, facilitation, networking and communication skills; readiness to conduct field visits in rural areas with simple facilities; good team-player; client-orientation and management competence.

Outcome Manager: Climate Change and Forestry (One)

In close collaboration with the Team Leader, the position holder will have the following responsibilities:

  • To support forest management initiatives in response to climate change issues, in partnership with local forestry user groups, farmers, local government bodies and government line agencies;
  • To engage in policy dialogues especially related to climate change including REDD, NAPA, LAPA and support their implementation through different forestry institutions;
  • To capacitate Implementing Agencies (IAs) in order to plan, implement and monitor activities promoting climate resilience and reducing vulnerability especially among the poor, women and other disadvantaged
  • To participate in establishing the MSFP monitoring system by developing monitoring indicators relevant for climate change adaption and mitigation;
  • To define and oversee the implementation of consultancy contracts for training, studies and any other support necessary to promote and mainstream climate change mitigation and adaptation measures in forestry sector and to ensure pro-poor and gender sensitive outcomes;
  • To contribute to the overall MSFP goal mainstreaming climate change mitigation and adaptation measures throughout the programme and ensure particularly achievement of the 4th outcome of MSFP i.e. Forest and trees sustainably managed by government, communities and private sector and climate resilient.

Technical Competencies

Minimum masters degree in natural resources management, forestry or a relevant field with a specialization in areas of climate change; at least 3 years of working experience in the field of climate change mitigation and adaption, preferably in the forestry or development sector; good analytical and computer skills, excellent knowledge of written and spoken English and Nepali.

Social Competencies

Able to work under pressure and willing to accept a wide spectrum of tasks; able to work with men and women farmers, entrepreneurs, forest user groups, communities and financial institutions of different levels; ability to interact effectively with strategic partners and implementing agencies from government and non-government organisations, empathy and commitment in the areas of gender equality, poverty reduction and social inclusion; good negotiation, facilitation, networking and communication skills; readiness to conduct field visits in rural areas with simple facilities; good team-player; client-orientation and management competence.
