Imposing indicators or co-creating meanings in Nepal

Abstract  

This chapter discusses the slow readjustment of the initial assumptions to align with local communities and reveals the initial focus on indicators to assess planned activities detracted from other, more important tasks to enable local participation in forest management. An intensive field research conducted to develop a monitoring process and indicators aimed at supporting forest management in five sites (four of which were forest user group sites) in the Kushmisera Range Post of Baglung district in West Nepal, is presented. The original and revised intensions of this research are discussed and the important steps to identify priority issues relating to forests and livelihoods are given. Details of the forest user group participatory action and learning cycle are described. The important role of external facilitators in collaborative learning processes is briefly discussed.
