Abstract  

An account of the organization and management of this very large industrial fuelwood plantation project, which has an annual budget of NRs24000000, an annual area of 1000 ha of natural forest to fell and reforest, and larger areas to weed and protect from fire. The 39 pages of text and 24 pages of appendices cover project organization (project management, finance and administration, harvesting and sales, plantation and nursery, and utilization); territorial organization and infrastructure; accounting procedures and financial control; personnel; and monitoring and reporting. The project is funded by His Majesty's Government with an Asian Development Bank loan and UN technical assistance. The difficulties of operating an enterprise with commercial objectives within this ownership and funding structure are made clear.
