An Assessment of Good Governance in Community Forestry User Groups
Nepal is a world leader in the field of Community Forestry. Despite of its success, it has faced several second-generation issues among them; good governance is one of the burning issues. Good governance is a democratic process in which all the stakeholders get opportunity for meaningful and functional involvement in the process of participatory decision- making and decisions are implemented for their collective benefits. Participation of Women, Poor and Dalit in Community Forestry activities and the transparency of fund, its mobilization for them are the key indicator to see the status of good governance. Thus, this research entitled " An Assessment of Good Governance in Community Forestry User Groups" was carried out with the objectives of assessing the participation of Women, Poor and Dalit in Community Forestry and also transparency mechanism in different activities of Community Forest.
This research has covered three CFUGs (Sundari Devi CFUG, Jay Bageshwori CFUG and Bagh Bhairab CFUG) of Dhading district. 50 in depth personal interview with Focus group discussion, Committee Meeting, Direct observations were identified and further probed by information, documents review of CFUGs and secondary
source. The study was mostly based on exploratory and obtained data were analyzed by using different tools and techniques. The study shows that overall participation of Women, Poor and Dalit were found different in different CFUGs and similarly, transparency in financial mechanism were different within CFUG which was due to different in its nature. Participations of Women, Poor and Dalit and transparency mechanism were good in Jay Bageshwori CFUG where as weak in other two CFUGs. Finally, it is recommended to enhance in the meaningful participation of Women, Poor and Dalit in Community Forestry and to make financial information transparent through awareness, motivation and empowerment program. Different Pro- Poor programs, Public Hearing and Public Audit Program, Governance Capacity Assessment Program, and tour/ training programs have to be conducted to fulfill the objectives of good governance must be necessary for this.
