Abstract: 

The main objectives of the study entitled "Resource Collection, Mobilization and Its Impact In Community Development Of Buffer Zone Community Forest (A Case Study of Chitrasen Buffer Zone Community Forest, Royal Chitwan National Park)" was to assess the impact of BZCFUG in terms of resource collection, mobilization and its impact in community development.

To fulfill the above mentioned main objectives of the study different questionnaires were developed for the field study. Out of total 1110 households according to household listing of BZCFUG as of 2062, Ashad, 112 households were selected for the interview of household questionnaires. In order to represent all socio-economic group of the respondents they were categorized as : 1) poorest of the poor, 2) poor, 3) Medium, and 4) Elite for which 19, 25, 56 and 12 sample households were selected for the group 1, 2, 3 and 4 respectively. Data were processed using SPSS software and analyzed based on descriptive method after collecting and scrutinizing.

Major Findings: The average size of the family in the respondents' household is calculated as 5.39 constituting 2.89 males and 2.51 females. The majority of the respondents were of middle class, which is accounted for 59.2 percent followed by poor (22.4%). Thirty-three percent of the respondents are illiterate and the rest 67 percent are literate and 13.4 percent of the respondents have attained primary level of education. More than 95 percent of the study households were engaged in agriculture. Tourism covered the 97.24 percent of the income in the FY 2000/2001, which was lowered to 88.15 percent in the FY 2001/2002. The incomes in the fiscal year 2001/02 and 2002/03 have decreased than in the year 200/2001. The highest number of respondents (46) was using community forest to graze their cattle. About one-third of the respondents (39.3%) reported having knowledge on the annual income of BZCFUG. The total average income of the BZCFUG is calculated as around 13 Lakhs. Among the respondents who know about the mobilization of income, a vast majority of them reported that it is mobilized in construction works such as constructing road, school, bridge, Pati Pauwa (Public rest house), etc. for which 98.1 percent of the knowledgeable respondents said. The total annual income for fiscal year 2061/062 was Rs. 24,39,244.25. More than half (56.77%) of the FUG was tourism. The total expense for the year 2061/062 of BZCFUG was Rs. 24,39,244. More than half (53%) of the resource was mobilized in community development work. The total worth or wealth of the BZCFUG was reported as Rs. 39,97,536.11 till the year 2061/062 BS. It was found that nearly three out of four (74.1%) respondents said that their lifestyle has changed after the community forest. Out of the respondents who said to have improved lifestyle due to community forest 97.6 percent said it had contributed in improving their economy and 95.2 percent in sanitation. Among the respondents who said to have improved lifestyle after community forest, most proportions (54.9%) were from medium group i.e. respondents having 6-20 Kattha of land. About 32 percent of the respondents said that BZCFUG should provide timely and cheap timber/firewood and fodder. About 21 percent (21.4%) said that it should provide irrigation, road toilet and other essential construction, which were said to be fulfilled.

Recommendations: Poorest of the poor and poor group should be provided more information and equity on the resource distribution should be enforced, recognizing the time of necessity for the majority, forest resource should be distributed timely, based on the capacity of poor group distribution mobilization and utilization of debt should be focused to them that's why they can further generate income and improve their status, the programme to provide Bhuse Chulho, scholarship, toilet, and aid to Biogas should be expanded to the maximum households, local people should be oriented about the minimization of forest product and utilize them with a search for the alternatives.
