Ladies and Gentlemen
As previous speakers, I would like to express my sincere gratitude to the Government and people of Poland for the warm hospitality and excellent arrangement made for this conference. I would also like to appreciate the excellent works of the Secretariat to make this Conference a great success.
Mr. President,
We support the statements made by Antigua and Barbuda on behalf of G-77 and China, and by Maldives on behalf of LDCs.
In recent years, Nepal is experiencing visible impacts of climate change on agriculture, biodiversity, health, tourism and water resources sectors. Increased temperature in the Nepal Himalayas - the fresh water tower - has resulted to snow melting at faster rate and is likely to affect millions of people both at the upstream and downstream. It is greatly affecting the livelihoods of the poor people although they are not responsible for greenhouse gas emission. We have to realise the needs of the poor and thereby accelerate development activities to reduce poverty. We have been promoting low-carbon development pathway by adopting renewable energy and energy efficiency policies and programmes. However, it is a harsh reality that we are facing the threat of climate change.
Mr. President,
Nepal’s experience with community forestry management demonstrates a clear mechanism for the generation of carbon credits at the local level. Studies in Nepal have demonstrated that besides reduction in degradation, people managed forests results in significant increase in carbon stock and that should be credited to bring wide variety of local benefits. Nepal invites Parties and observers to learn from its experiences of community forestry in the development of an equitable and socially just REDD mechanism.
Mr. President,
On this occasion, I, from the country of Mount Everest and birthplace of Lord Budda, would like to urge the developed and developing country Parties to extend their cooperation to the vulnerable, in particular the land-locked mountainous, countries in the following areas as a matter of high priority:
- Support for the establishment of the Himalayan Climate Change Research Centre;
- Assist the vulnerable communities in building their capacity to cope and adapt with the adverse effects of climate change
- Allocate adequate amount of Adaptation Fund for adaptation and poverty reduction programmes of countries that have not benefited from CDM projects;
- Include REDD under carbon crediting schemes to reward and compensate poor and indigenous people, and local communities involved in conserving the forests; and
- Re-commit ourselves for deeper GHG reduction target taking into account the historical obligations and increased GHGs emissions.
Mr. President,
Today, the climate change is the world’s priority and our survival and future rests upon how we respond to this. Nepal urges to all Parties to adhere principles and guidelines underlined in the Bali Action Plan. Furthermore, we feel an urgent need of global partnership to address the effects of climate change in the most vulnerable countries and extend cooperation from our development partners to meet the growing demand for infrastructure and socio-economic development.
