Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for a Chief of Party position on the USAID Nepal program: Program for Aquatic Natural Resources Improvement (PANI). PANI is a five-year activity that focuses on: 1) reducing threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins and 2) increasing the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management. The focus will be at the watershed, basin, and national scales.

Responsibilities:

• Assist COP with all technical, financial and administrative aspects of the program; provide overall strategic and technical guidance;
• Coordinate closely with USAID in developing and revising the project’s overall strategy; must work well with implementing complex and multifaceted programs with diverse teams in a variety of locations.
• Work under the direction of the COP and provide close oversight of all aspects of day-to-day implementation, personnel management, reporting, and monitoring
• Provide comprehensive technical expertise in one of the PANI key technical areas (found below) and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID.

Qualifications:

• 10 years of relevant experience in the administration and management of complex development programs of a similar size and scale is required; at least 8 of these years should be in a management/leadership position.
• Technical experience in freshwater biodiversity conservation/ecology, hydrology, water resource management and/or climate change adaptation
• Experience in program design, policy dialogue, strategic planning and implementation, both at a national policy and grassroots levels is required;
• Professional experience in South Asia required; Nepal experience preferred;
• Master’s degree in relevant discipline is preferred
• Fluency in English required; proficiency in Nepali is preferred.
