(As of 5^th May, 2015 14:00 PM). The Nuwakot district badly affected from 25th April, 2015 devastating earthquake along with other 14 districts of Nepal. The massive and unrecoverable disaster was occurred over all the 61 VDCs and wards of Bidur municipality in the district by earthquake and succeeding after shock. Large number of people has died and injured, many houses have collapsed and damaged and cattle and pets have got death and injured. Almost all the school building, VDCs building, service centers of agriculture, livestock, forestry, health and many other infrastructures have collapsed and damaged. Almost all victimized families are staying open sky due to no housed and fear of re-occurrence of Earth quake. Disturbance in the water supply and electricity supply, telephone and mobile network have also down, markets disturbed and hotels have remained closed and semi closed. Most of road network was obstructed due to land slide. Few victim houseless families have displaced to other village settlements. Lives of people are fully abnormal. Due of bad impact of earthquake many district headquarters offices have collapsed and damaged, resulting most of the minimum services have ceased. Many government staffs were also affected and blocked to reach in the district due to road obstacle, victimized themselves and re-occurrence of aftershock. The aftershock is still continuing in Nuwakot resulting peoples are scared and not been settling in their cracked hoses.

The Ministry of Federal Affairs and Local Development (MOFALD)/ Local Governance and Community Development Program (LGCDP) deployed a personnel for 7 days from other Region for emergency response to father information, reporting and coordination in the district.

Issues and challenges

• Dissatisfaction of locals due to unavailability of Tripal
• Insufficient no. of VDC Secretary and inefficient service in past, made difficult to provide timely services in emergency, even though tech. asst and SM are assisting.
• Insufficient of relief material to cover over all family of VDCs
• Pressure to VDC secretary and one VDC secretary has been beaten from political party
• Branding of relief distribution by NGO and political party
• Tension in distribution in VDCs and security problem as no much support from other agencies
• No much involvement of local NGOs civil society has created additional tension
• Dispute between one political party and CDO regarding Tupche VDC sect attacked
• Few VDC sec felt difficult to distribute as all persons demand for relief and victim HH manipulation
• Misappropriation of relief amount to victim HHs by VDC secretary as heard in few VDCs
• Victims of Gyangphedi have eaten animal debris, was heard
• Few committed organization has not provided relief item
• No centralized system of distribution in few cases, has created problem
• No involvement of all GO staffs in disaster period (except DDRC formed relief committee members)
• Work division was not properly done for relief distribution, supervision and monitoring and even data information system.
• Electricity supply not in fully charged, water supply is not drinkable and not supplied in Bidur
• Grabbing of relief from victims and other persons
• Due to land sliding or not clearance of road difficult to transport
• Return of relief materials due to insufficient tarpaulin sheet and foods
• Public holidays in calendar have made delay arrival and less office function
• Monitoring required for disease outbreak like typhoid's, diarrhea, cholera, flues and epidemics to human beings and likewise to animals
• LGCDP's DGE has lost his family, most of SMs houses destructed and ICTV of Bidur house have also damaged in Gorkha.

Way forward

• Clustering of VDCs based on constitutional area for relief distribution and monitoring, participation of all offices staffs, Political party's wings, NGOs, cooperatives, Media and other civil societies.
• Monitoring should be strengthened in VDCs for just distribution in remote and real victims.
• Security police will be mobilized with VDC secretary for relief distribution
• Roads, electricity, water supply, banking system, market system, telecom and health services should be made more effective and full functional in affected area.
• Data base for causality, disaster losses and support to prepared and also mapping will be done.
• Treatment of injured people and animal required as earliest
• Psychosocial council need to be conducted to remove from EQ fear and enter in houses
• Dismantle of fully damaged houses and debris management urgently required
• Women and children based violence need to assessed and made awareness program
• Food quality need to be assured
• WASH need to be monitored and
• Market need to be monitored for misuse of relief
• Monitoring and backstopping from the Central Agency is required
• Dissemination of message regarding EQ through FMs and face book.

Precaution

As tarpaulin sheet is of Plastic and lasting life is for few month and causes plastic pollution. Outbreak of epidemics diseases may occur to human and animals. Violence of women and children may be appeared. Theft and robbery also may occur. Religion change agent may play badly, bad impression/ mistrust of governance due to unnecessary activities in the name of relief, etc. Displacement of people and settlement may happen. Miss appropriation from relief distributing staffs. Chance of land sliding in monsoon and road obstructs and Food habit may change, Breadwinner lost family may be migrated and disparity in relief may conflict arise. Political configuration changes at local level.

Rehabilitation and livelihoods initiative required for resilient

EQ resistant and tolerant house structures for rich, medium and poor families with proper settlement management will be acted. Side by side, employment generating activities, food and nutrition security activities of agriculture and livestock/ bird required for rural and urban families. Skill based training required to victim families. Engagement of people in different activities required.
