National Consultation Meeting on Global Environmental Governance (GEG)

Understanding Global Environmental Governance (GEG) is crucial in today’s globalised world. To understand the global environmental governance we might have to start with what is environment and Governance?  What do we mean by Global Environmental Governance? Is the system of global environmental governance a success or a failure? What are the salient features of the system and what are the challenges it faces? And given the history of the debate and attempts to restructure and improve global environmental governance, what would be the elements of reform that are both practical and realistic?

Nepal as a land locked country between Indian and China is affected by the global climate changes. Nepal is also very rich in animal and biodiversity. Nepal is undergoing rapid attention in environmental issues but recently some concerns have been raised about environmental governance. Thus the interrelation between environment and governance would be helpful to bring together additional attention of concerned stakeholders.  The consultation workshop would be helpful to analyze multidimensional aspects of environment and governance.

Nepal's forests are being depleted due to overexploitation. Nepal had a total of 6.4 million hectares of forest in 1964, reduced to 3.9 million hectares by 2000. The nation's forest coverage has declined from 37% in the late 1970s to 29% in the early 1990s. In order to bring about these changes it will be necessary to also build up the capacity of the major environmental stakeholders and to support good governance by reinforcing and improving the existing environmental legislation.

Historians distinguish whether change takes place through evolutionary processes of slow, gradual reform and transformation, or through the more rapid, dynamic, and extreme revolutionary overthrow of institutions and imposition of new social and political orders. Reform or Revolution is a central issue of strategies of change. Young people should gain insights in to these debates.

In these regards this program is designed to support UNEP Governing council decision S.SXI/1, Paragraph 9 which requests UNEP “to seek relevant inputs from civil society groups from each region in the process of further strengthening international environmental governance”.

Objectives:

The objectives of the consultation meetings are:

1. To provide inputs to ministerial conference from Nepal through GEG
2. Sensitize young people on the need and scope for the environmental leadership
3. Acquire understanding about Global Environmental Governance system
4. Use multidisciplinary approaches to address environmental issues
5. Raise intellectual curiosity on how and why change ( environmental)  happens in human societies
6. To share the insights that is gained from the GEG Forum Project on global environmental issues and political process
7. To facilitate a National Network of young environmental leaders in Nepal and help the Network to link up with other International networks and to take up national and regional issues of environment.
8. Encourage a broader development thinking that leads to social change through innovations.

Expected Outcome of the program:

• People will be aware about Global Environmental Governance and at the same time different issues related to Environmental Governance will be addressed which will help to work in environmental issues in a holistic approach.
• The inputs provided will be shared to the national and international policy discussions through the GEG project and hence contributing to the environmental governance and policy making from the region.

Target Participants:

Youth Organizations, Academic Institute, NGOs and Civil Society Organization.

Registration:

The interested NGOs, civil society organizations and youth clubs working in environmental and social issues can send their application by Sept 2 2010. The selected organization will be informed by Sept 5 2010. The selected organization from outside the valley will be refunded their travel and accommodation expenses and for the organization from the valley will have free registration and resource materials.

Kadambari Memorial College of Science and Management was established in 2005 AD as an educational initiative of Sutra Center for Development Education and Research. The meaning of SUTRA in Nepali language is ‘formula’. Thus a motto of our organization is: ‘a right formula helps to solve any problem, whether is a social, technical or socio-technical.’ The organization is non-profit organization registered with District Administration Office of the Government of Nepal in 2005 (registration number 21/062/063) and is affiliated to Social Welfare Council of the government of Nepal.

The Global Environmental Governance Project:

The Global Environmental Governance Project, a joint initiative of The College of William and Maryand the Yale Center for Environmental Law and Policy, aims to facilitate thought and action for strengthening environmental policymaking at the global level. Students and faculty conduct research that is theoretically based, empirically tested, and policy relevant. The Project provides a clearinghouse of environmental governance information for scholars, researchers, students, policymakers, and diplomats. It also incorporates the knowledge generated by students at William and Mary and Yale. The GEG project aims to facilitate thought and action for strengthening environmental policymaking at the global level. Standing at the interface of traditional disciplinary boundaries our research informs the policy processes that are determining the future and fate of environmental governance within the UN system.
