POSITION DESCRIPTION
Position Title: Chief of Party
Location: Kathmandu, Nepal
Unit: Forestry & Natural Resource Management (FNRM)
Reports to: Director, FNRM
Program Summary: Winrock is seeking a Chief of Party candidate for an upcoming USAID-funded program related to natural resource management and biodiversity conservation in Nepal. The anticipated program will focus efforts on biodiversity conservation and climate change adaptation within the context of a series of interventions targeting key fragile landscapes. The program is expected to work at the government and community levels, and will involve broad-based policy dialogue and capacity building as well as targeted community-level interventions. Linkages may also be made to economic incentive programs such as payment for ecosystem services (PES), REDD, and other innovative natural resource management mechanisms.
Position is contingent upon receipt of donor funding.
Essential Responsibilities:
- Provide overall program leadership and manage program activities and provide coordination and liaison with Government of Nepal agencies, USAID, partner organizations and NGOs;
- Supervise performance of sub-contractors, sub-grantees, and project team; and builds strong collaborative relationships with all project partners;
- Manage of all project activities, including monitoring and evaluation; and timely preparation and submission of annual work plans quarterly reports and other deliverables and achievement of program to USAID;
- Supervise of internal control procedures and overall administrative systems;
- Develop scopes of work and contracting mechanisms for local long-term support personnel and short-term technical assistance.
- Provide supervision, support, and direction to long- and short-term staff.
- Administer the project's financial resources; establish monitoring procedures for financial allocations through grants and sub-grants, ensuring compliance with established Winrock accounting principles and USAID regulations.
- Participate in regular field visits to the project zones to assure project progress towards activity objectives and goals.
- Coordinate and communicate on a regular basis with Winrock’s Home Office.
- Manage relationships with complementary USAID and donor projects
- Represent Winrock International and the project to USAID at key meetings
Qualifications and Background:
Education: Minimum Master’s Degree in social forestry, environmental science, wildlife ecology as it relates to development related field is required. Strong experience in co-management, landscape ecology, watershed management approaches is highly desirable.
Work Experience:
- Minimum 10 years experience managing complex international development programs required.
- Technical and/or COP experience on USAID-funded conservation, environmental, livelihoods, or forestry projects is strongly preferred.
- Must have previous experience working on development programs within the context of global climate change and sustainable landscapes, and have been a part of efforts to develop adaptation strategies.
- Experience working to build institutional capacity of government counterparts at the national and/or local level.
- Experience must demonstrate the ability to effectively manage a large team in environmental/community development context.
- Technical and managerial experience in South Asia is required.
Skills:
- Strong managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities.
- Previous experience with and clear understanding of results-based approach to USAID-funded project implementation, monitoring, and reporting.
- Excellent interpersonal and oral and written communication skills.
- Must be computer literate, specifically in Microsoft Word and Excel.
Other: Fluency in English is required. Expertise in Nepali is a significant advantage.
