The Multi Stakeholder Forestry Programme (MSFP) is a programme of the Government of Nepal (GoN) funded by the Governments of Finland (GoF), Switzerland and the United Kingdom's Department for International Development (DFID). The programme aims to improve livelihoods and resilience of the poor and disadvantaged people in Nepal by maximising the contribution of the country's forestry sector to inclusive economic growth, poverty reduction and tackling climate change. The Embassy of Switzerland, Swiss Agency for Development and Cooperation SDC has established a Services Support Unit (SSU) in Kathmandu to support the implementation of the MSFP during the first phase (2012-2015). The SSU is now seeking applications from qualified and experienced Nepali citizens for the following positions:
A) Cluster Programme Coordinator (6)
Duration: 2 year fixed term contract with annual performance review.
Duty station: One of the SSU cluster offices located in Dhankuta, Okhaldhunga, Baglung, Butwal, Dangor Surkhet.
Under the supervision of Team Leader or assigned, the Cluster Programme Coordinator(CPC) shall support the MSFP delivery in 3-5, MSFP districts of the cluster that includes following responsibilities:
- Represent SSU and manage SSU resources at cluster level;
- Provide strategic advice and backstopping support to the wide range of MSFP Implementing Agencies in the cluster including District Forest Offices, Non-Government Organizations, Regional Directorates of Forest and organizations supported through MSFP Innovation Fund mechanisms;
- Coordinate district and cluster level planning, monitoring and reporting;
- Ensure timely delivery of MSFP results in the cluster that demonstrate - value for money, fiduciary risk, and multi stakeholder engagement.
Required Technical Competence: Master degree in forestry/ natural resources, development studies, social sciences or related field with at least 3years of working experience in management level on forestry/natural resources related projects/programmes or I/NGOs.
Required Social Competence: Clear understanding of multi stakeholder approach; excellent networking, communication and negotiation skills, understanding of and clear commitment to address the issues of poverty, gender equality and social inclusion;and ability to travel to remote areas and work in a multicultural environment.
B) Programme Officer (1)
Duration: 2 year fixed term contract with annual performance review.
Duty station: Surkhet or Bajhang
Under the supervision of Cluster Programme Coordinator (CPC),the position holder shall provide technical backstopping to the MSFP delivery at district to cluster level including the following responsibilities:
- Provide programme advice and technical backstopping support to the wide range of MSFP Implementing Agencies including District Forest Offices, NGOs and Regional Directorates of Forest;
- Support annual programme planning and field based monitoring of MSFP activities implemented through various Implementing Agencies and facilitate synergy and complementarities between the activities in the ground;
- Ensure results are delivered at field level through monitoring and coordination with relevant stakeholders.
Required Technical Competence: Bachelor degree in forestry/natural resources, development studies, social sciences or related field and at least 3 years of working experience on planning, monitoring and reporting of forestry/natural resources related projects/programme of I/NGOs at district-regional level.
Required Social Competence: Good networking, communication and negotiation skills, understanding of and commitment to address the issues of poverty, gender equality and social inclusion; and ability to travel in remote areas and work in a multicultural environment.
C) Procurement Manager (1)
Duration: 2 year fixed term contract with annual performance review.
Duty station: Kathmandu
Under the supervision of the MSFP Team Leader, the Procurement Manager is responsible for the procurement and management of the contracts concerning the local mandate, Implementing Agencies, Innovation Fund and other contribution contracts for the MSFP, including the following responsibilities:
- Procurement of contracts: prepare and publish calls; check and verify tender documents; develop standard criteria;
- Ensure compliance of procurement policies and guidelines;
- Administer and monitor all mandate and contribution contract as per the procurement policy;
- Establish and ensure a proper system of contracts documentation.
Required Technical Competence: Master's degree in Business Administration and/or Business Studies or relevant subject with minimum 3 years of professional experience in the field of procurement, preferably in development projects or I/NGOs with experience and knowledge of procedures and processes of the Government of Nepal regarding procurement.
Required Social Competence: Networking, negotiation and communication skills, self-responsibility, understanding of and commitment to address the issues of poverty, gender equality and social inclusion;ability to work in a multicultural team and desire to contribute to the effectiveness of the organisation in project management.
D) Finance Officer (1)
Duration: 2 year fixed term contract with annual performance review.
Duty station: Kathmandu
Under the supervision of the Finance Manager, the Finance Officer (FO) shall support financial planning and monitoring functions for the funds channelled through PCO, including the following responsibilities:
- Provide financial advice and support to the PCO Team;
- Support to the PCO and SSU to prepare annual budgets;
- Support to the PCO to prepare contracts, monitor the fund channelled through government line agencies;
- Ensure funds are received in time, properly utilised and released as approved;
- Facilitate and conduct audits, prepare periodic financial reports.
Required Technical Competence: Bachelor degree in Business Administration or in relevant field with at least 2 years of working experience in project administration and financial planning and monitoring with development projects or I/NGOs and having good knowledge of computer and financial management applications.
Required Social Competence: Good communication and networking skills, self-responsibility, understanding of and commitment to address the issues of poverty, gender equality and social inclusion and ability to work in a multicultural team and familiar with government financial planning, disbursement and audit system.
