1. Job Purpose:

  • To support NRM in the implementation of the environment policy. 

2. Duties and Responsibilities:

  • Provides environmental review and technical support to project officers, including participation in review missions as environment expert, to enhance project quality and safeguard compliance in public sector and private sector operations in Nepal.
  • Assists in developing knowledge products, services and partnership to implement the objectives of the environment policy in the country.
  • Assists ADB staff concerned in administering OP-12 related projects/programs in Nepal.
  • Undertakes analytical reviews, and data compilation/management on environmental aspects of ADB operations in the country.
  • Conducts awareness training programs on environmental management, climate change, and safeguards for NRM staff, executing agencies (EAs), and other concerned parties.
  • Participates in technical assistance (TA)/loan processing missions as required by Country Director, NRM, to conduct initial environment examination (IEE) and environment impact assessment (EIA).
  • Participates in review/supervision missions to assess compliance on ADB's environment guidelines, recommendations in EIA and related covenants, and address implementation issues identified by the EAs.
  • Administers and implements delegated projects, particularly environmental and agricultural projects, including independently leading the project review missions.
  • Undertakes reviews on environmental monitoring reports for ongoing projects in Nepal.
  • Interacts with government, civil society, other international/local organizations, development partners, and other project stake-holders on environmental issues and climate change.
  • Undertakes strategy and programming work related to environment and climate change
  • Provides concerned NRM staff appropriate advice on environment policy and institutional reforms.
  • Coordinates and helps in administering non-delegated environmental loan and TA projects.
  • Prepares annual contract awards and disbursement projections for environment projects and monitors achievements from time to time with a view to achieve the projection targets.
  • Participates in the annual country portfolio and program review mission, and assists in conducting country portfolio reviews as necessary.
  • Facilitates communications between ADB, the executing agencies and the Government on environment and climate change.
  • Prepares project briefing papers and seminar papers as required.
  • Prepares project and technical assistance completion reports.
  • Undertakes any related assignments as requested by Country Director or a designated HQ staff by CD.

3. Education Requirements:

  • Bachelor's degree in environmental engineering, environmental sciences, and/or environmental management, agriculture, rural development, agricultural economics or related fields, preferably at post-graduate level or its equivalent

4. Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 5 years of relevant professional work experience.
  • Multidisciplinary competence and proven ability to undertake the environmental management of multilateral financial institution-financed projects.
  • Knowledge of policy and regulatory framework for environmental management in Nepal, and environmental standards and good practices.
  • Good understanding of the environment operations, policies, and procedures of multilateral development and financing institutions.
  • Strong interpersonal, conceptual and analytical skills.
  • Excellent oral and written communication skills in English.
  • Sound knowledge of government institutions/administrative systems/procedures in the environment sector.
  • Proficiency in word processing, spreadsheets analysis and information technology.
  • Familiarity with local languages and institutions in Nepal.

7. Important Instructions:

The advertised position is a local staff position with a local remuneration package. It is open only to persons who are nationals and residents of Nepal.
