Food and Agriculture Organization of the United Nations, as implementing partner with the Department of Forest and Department of Livestock Services, of the project Technical Assistance for Leasehold Forest and Livestock Programme (GCP/NEP/062/FIN) is seeking consultancy services for the below subject areas.
Assistant Forest Officer cum Hub Officer (6 posts)
Under the overall guidance of LFLP’s National Project Coordinator and under the direct supervision of the Team Leader, the Hub Officer will be responsible for the technical assistance component of the project (Forestry component) and for advising and assisting the government agencies in the overall implementation of the programme. The technical assistance project is under the overall framework of the Leasehold Forestry and Livestock Programme (LFLP) implemented jointly by Government of Nepal, IFAD and FAO.
More specifically, the Hub officer will carry out the following tasks:
- support to consolidate, improve and institutionalize Leasehold Forestry and Livestock Development approach for poverty alleviation and environmental conservation;
- assist the concerned district line agencies to design and develop area specific extension materials and adopt mass communication strategy;
- support to institutionalize integrated LFLP planning and link with that of local government planning process;
- develop collaboration, coordination and information exchange working mechanisms between GOs, NGOs and development partners;
- integrate gender and disadvantaged groups' issues and considerations in leasehold forestry and Livestock development approach and its implementation at user's level;
- develop and implement the human resource development strategies for district and filed level staff including the LFUGs;
- develop and institutionalize self sustaining monitoring and evaluation and reporting system at the district level;
- provide technical support to district DFO/DLSO [(District Forest Office(r)/District Livestock Services Office(r)], Local Governments and Service Providers (SPs) staff and LFUGs in carrying out the planned project activities;
- arrange meetings, visits, and working sessions with relevant development partners (GOs/NGOs and donors) working in the project areas for better coordination and co- funding;
- submit regular progress report on project activities to the Team Leader, LFLP-DoF central Office including to Regional Directors (RDs) and concerned DFOs/DLSOs; and
- conduct other activities as assigned by the central project office.
Qualification and Experiences: B.Sc. Forestry with five years experience in Leasehold or I. Sc. Forestry with 10 years of experiences in Leasehold Forestry.
