Biodiversity Sector Programme for Siwaliks and Terai (BISEP-ST) organised a Mid Term Budget Review (MTBR) on 30-31 July, 2009. BISEP-ST has been working since 2002 in eight districts of Central Terai namely Dhanusha, Mahhottari, Sarlahi, Rautahat, Bara, Parsa, Makwanpur and Chitwan. It is working through 32 line agencies of these districts along with NGOs and CBOs. District Forest Office, District Soil Conservation Office, Women Development Office, District Plant Resource Office, Office of District Forest Coordination Committee, of these eight districts including Parsa wildlife Reserve, Regional Training Center, Godawari are the partners of BISEP-ST.
Mr. Madhav Acharya Chief, Monitoring and Evaluation Division, Ministry of Forest and Soil Conservation inaugurated the workshop. Mr. Harihar Sigdel, Regional Directorate and Regional Coordinator of BISEP-ST, chaired the opening ceremony. Mr. Acharya, appreciated the effort of BISEP-ST team and its partners and added to focus more towards the impact oriented and tangible activities. Mr. Ganesh Ray, Acting Regional Program Manager of BISEP-ST, welcomed all the participants and highlighted the major achievements of BISEP-ST. He ellaborated five Collaborative Forests has been approved and technical management is on going, where as 10 CFM are in process of scheme prepration and approval. Distance users are getting benefits as many fuel wood depots have been established and functional in the southern part of BISEP-ST districts. Private Forestry and Public Land forestry, NTFP based enterprise development are some of the major areas where BISEP-ST has shown tremendous impact. Other core business of BISEP-ST is good governance in forest management including social and gender inclusion, forest based and off farm income generation activities. BISEP-ST has been supporting partner organizations in capacity building. All the line agencies reviewed their six months progress and revised their plan and budget for the up coming six months. The flexibility of revision of budget and plan at the middle of the year has been appreciated by the partner organizations.
