Government of Nepal (GON) is implementing Micro-Enterprise Development Programme - Phase III (MEDEP - III) with supports from United Nations Development Programme (UNDP). The purpose of MEDEP is to provide support to Government of Nepal to design Policies and take initiatives to expand employment opportunities through Micro-Enterprise Development for Poor, Youths, Women and Socially Excluded Groups in selected districts. MEDEP intends to recruit the following professional and support staffs on contractual basis and applications are invited from the interested and qualified citizens of Nepal for the following positions:
Position: Policy and Program Development Specialist (PPDS) - NPPP III

Job Responsibilities:
Under the direct supervision of National Programme Manager (NPM), PPDS will be responsible for providing support to the government and relevant stakeholders in formulation of policies required in the areas of micro and small enterprises (MSEs), in developing national, district (DDC) and VDC level plans and programmes. Analyse the existing policies and strategies in MSEs in Non Farm Based, Agro-Based, Forest Based,Tourism Based and Micro-Finance sectors in Nepal and elsewhere and provide technical support to Ministry of Industry (MOI), Ministry of Forest and Soil Conservation (MOFSC), Ministry of Local Development (MLD), Ministry of Agriculture and Co-operatives (MOAC), Nepal Rastra Bank, Business Member Organisations (Private Sector), Civil Society Organisations, Entrepreneurs, etc. to develop new policies and/or revision of existing policies, etc. for inclusive economic growth; ensure that MEDEP activities are designed to apply principles of gender and social inclusion that all implementing partners are sensitized and trained in gender and social inclusion; assist NPM in preparing reports, TORs, and MEDEP knowledge products.
Qualifications, Experiences and Language:
The candidate will have at least Master's Degree in fields relevant to economic development in Nepal such as Economics or Business Management or Natural Resource Management or Agriculture or Forestry or relevant field from the recognised University. Doctoral degree in the relevant field will be an added advantage. S/he should possess a clear understanding of the basic concepts of micro and small enterprises (MSEs) development, market-driven development strategies, and of enhancing sustainable livelihoods. The candidate should have a substantial level of experiences in policy and programme development in different aspects of MSEs development such as micro-credit, marketing and backward-forward linkages, etc.
S/he should have at least 10 years working experiences in the fields of policy analysis, micro-enterprise development, and/or poverty alleviation activities in Nepal or related fields.
Fluency in both spoken and written Nepali and English languages is required. Computer skills of Microsoft Windows including Access with computer typing both in English and Nepali languages are essential.
