Mitigation and Adaptation are two broad measures put forth to respond to inevitable global problem of Climate Change (CC). Despite its insignificant contribution to global green house gas (GHG) emission, Nepal falls amongst most vulnerable countries of the world from CC impacts. Lack of awareness; poverty; nature and natural resource based economy; diverse geographic setting and climate are the major factors exacerbating vulnerability in the country. The first and most hard-hit by the problem of CC are pro-poor communities who are exposed to vulnerability due to their subsistence livelihood strategies and settlements in marginal areas. Considering the critical impacts on pro-poor citizens, less responsible for the enhanced anthropogenic GHG emission causing CC; importance of adaptation measures outweighs the mitigation needs in the short run. International communities have started realizing the importance of and channelizing fund for mainstreaming adaptation at various level including National Adaptation Plan of Action (NAPA), Local Adaptation Plan of Action (LAPA), and the Community based Adaptation Planning (CAP). Keeping the agenda in priority, government of Nepal has recently promulgated Climate Change Policy and lunched NAPA focusing on urgent and immediate priorities in its 6 major themes. Livelihoods and Forestry Programme supported by UK-Aid has pioneered itself formulating the process and supporting local communities in their endeavor to prepare CAP in different layers mainly at VDC and Forest User Group level. This paper presents empirical evidences of climate change, possible impacts and adaptation initiatives and practices in western Terai region of Nepal with special focus to CAP and its early impression during implementation in Nawalparasi, Rupandehi and Kapilvastu districts. Further, it recommends multi-stakeholder planning at VDC/Village Forest Coordination Committee (VFCC) level as a promising approach to effectively mainstream CC adaptation at the grass root level.
