Rupantaran Nepal is a profit not distributing non-governmental organization working in the field of development sector. One of its current projects is the ““Improved Governance for Effective Timber Monitoring and Traceability of Shorea robusta in Nepal” under EU/FAO Forest Law Enforcement Governance and Trade (FLEGT) Programme. The project has the key objective of promoting good governance and increase transparency of production and trade of Shorea robusta by developing a control system covering timber supply, chain of custody (CoC) and independent monitoring and building necessary capacities of stakeholders. Further it has 4 expected outcomes which are i) Control system for improved transparency in Shorea robusta production and trade developed ii) Control System for improved transparency in Shorea robusta production and trade piloted and consolidated and stakeholder capacity strengthened. Iii) Project results disseminated through the development of extension and training materials and study tours, iv) Monitoring, evaluation and visibility framework developed. For this project, Rupantaran Nepal is looking for experienced and qualified expatriate for the position of “Consultant (International)” to support for the implementation of this project.

The qualification required for the position is at least Masters degree in Forestry, NRM, Environmental Science or equivalent with having at least 10 years’ experience working in participatory forestry in international level. Additionally, the clear understanding on Forest Certification and FLEGT are required along with working experience in Nepal. S/he should be higher level understanding on international level forestry issues and development approaches in forestry sector. The detail ToR of the position is attached here with.

General Purpose:

Rupantaran Nepal has been implementing a project entitled “Improved Governance for Effective Timber Monitoring and Traceability of Shorea robusta in Nepal” under EU/FAO Forest Law Enforcement Governance and Trade (FLEGT) Programme. The project has the key objective of promoting good governance and increase transparency of production and trade of Shorea robusta by developing a control system covering timber supply, chain of custody (CoC) and independent monitoring and building necessary capacities of stakeholders. Further it has 4 expected outcomes which are i) Control system for improved transparency in Shorea robusta production and trade developed ii) Control System for improved transparency in Shorea robusta production and trade piloted and consolidated and stakeholder capacity strengthened. Iii) Project results disseminated through the development of extension and training materials and study tours, iv) Monitoring, evaluation and visibility framework developed.

This project will be implemented in close coordination with FAO, FLEGT programme, Ministry of Forest and Soil Conservation (Foreign Aid Coordination Division, Department of Forest) and also with Project Advisory Committee formed accordingly by MoFSC, FACD for the period of 1 year.

The consultant will be responsible for all capacity development activities, training material production and dissemination, overall guidance for the project implementation in the field and facilitation during inception and national level workshops through being physically available in Kathmandu office or distance coaching to the project key staffs. The consultant will work in close coordination with EU/FAO FLEGT programme and Kathmandu based Rupantaran Nepal’s project key staffs.

Key Functions:

• Ensuring effective programme designing, implementing and monitoring system of the field activities
• Providing strategic direction for the effective delivery of the project in project districts to the project staffs based in Kathmandu.
• Coordinate with EU/FAO FLEGT programme and project staffs in Kathmandu
• Facilitation of National level workshops held in Kathmandu in periodic basis including inception and other workshops
• Supporting in developing DIP (Detail Implementation Plan) of project
• Quality assurance of the training materials, manuals developed
• Capacity development of project staffs who implements project activities in the field

Key Tasks:

• Provide overall strategic direction to implementation of Improved Governance for Effective Timber Monitoring and Traceability of Shorea robusta in Nepal
• Supporting in project implementation through participating in workshops and meetings as required.
• Facilitate the project scope, goals and deliverables
• Supporting to Implement and manage project interventions to achieve project outputs
• Ensure transfer and sharing of learning, skills and experiences from the project
• Supporting in developing chain of custody, monitoring guidelines and capacity development materials
• Coordinating with EU/FAO FLEGT programme and MoFSC as required

Required Job Competencies:

• Masters degree in a relevant subject (Forestry, NRM, Environmental Science or equivalent)
• At least 10 years’ experience working in participatory forestry in international level
• Clear understanding on Forest Certification, FLEGT
• Working experience in Nepal especially linked with Ministry of Forest and Soil Conservation
